Maaya Ishino Character Upgrade No. 1

Character Requesting Upgrade For: Maaya Ishino
Upgrade Requesting: Mainly for unlocking Shikai and a few more points to spend. A slight tier upgrade for her activity and growth is also requested, but is secondary to the other 2.
Reason for Upgrade Request: Maaya has been quite active lately, and has recently joined the Gotei 13 (she had graduated the academy years prior, but did not enter service). J. Saionji has mentioned he could feel her asauchi nearing becoming a full Zanpakutō, and that is one of the reasons he has instructed her to keep her Zanpakutō beside her at all times. In her last thread, thanks to the help of Naomi Ebisawa, Maaya learned the name of her Shikai—Shinotte.

What I've done here (Example for everyone if they like the system I've chosen). Copy and Paste the current skill sheet to discourage "cheating".

A 3-5 tier is supposed to have 110 racial/natural points. The tier before this upgrades approval only had 60 racial/natural points, giving it a difference of 50. I took half of fifty to give as free points for the character's owner to play with. Required points are given based off of what happened in each thread.

For clarification: The tier and skill system were created for base approval of characters, not their advancement through upgrades and RP, so no, they do not need to match. Just because a character gets more energy doesn't mean they've trained their body or honed their abilities enough.
